David S. Steinmetz led the firm and the Ridgewood Elmwood Development Team in a multi-year planning, engineering and environmental review that culminated in one of the largest recent residential subdivision approvals in Westchester County. Z&S secured subdivision, steep slopes and wetlands approval for a 113 lot development on the former Elmwood Country Club site located on over 100 acres along Dobbs Ferry Road in the Town of Greenburgh. The project took over seven years to successfully navigate through local and state approvals. Elmwood Preserve will transform this property into a neighborhood with ¼ – ½ acre single family lots, substantial buffer and open space preservation, donation to the Town of 14 acres to be appended to the Town’s East Rumbrook Park, and this project will facilitate the Town and State DOT’s ability to improve the location and alignment of the southbound Sprain Brook Parkway exit ramp. The approval will also enable the entire site to go through a comprehensive environmental clean-up of the former golf course as part of the DEC’s Brownfield Cleanup Program.
