David Steinmetz Appears Before White Plains Planning Board for Former Windward School Subdivision Proposal

Zarin & Steinmetz attorney David S. Steinmetz appeared before the White Plains Planning Board in connection with Whitmore Estates’ preliminary subdivision application for the former Windward School property in White Plains.

The proposal seeks a 13-lot subdivision of the 5.355-acre site at 5 and 15 Windward Avenue, allowing 14 single-family homes to be built following demolition of the existing school building. At its Aug. 18 meeting, the Planning Board declared its intent to serve as Lead Agency for the environmental review of the proposal and scheduled a public hearing for Sept. 22.

Steinmetz told the Planning Board that Whitmore Estates is not seeking an exemption under recent SEQRA changes and intends to proceed with environmental review materials addressing soil, stormwater, traffic, utilities and circulation. He also emphasized that the proposed subdivision is zoning-compliant, requires no variances, and aligns with the city’s Comprehensive Plan by adding residential housing.
