The approvals process involved referral to the Town Planning Board, Advisory Board on Architecture and Community Appearance, and Conservation Board. Richmond obtained a Negative Declaration for the rezoning pursuant to the State Environmental Quality Review Act from the Town Board following a coordinated review.
